A Certification Is Not a One-Time Purchase

The difference between a listing and a test report is ongoing surveillance. A listing includes periodic factory follow-up, and the practical questions are who performs it, how often, and what happens when the factory fails it.

What follow-up service involves

The certifying laboratory visits the production site at intervals, checks that the product still matches the construction that was tested, and reviews production testing. The visit results in a report, and the right to apply the mark depends on it continuing.

Why buyers should care

Three consequences are commercial rather than technical:

  • A supplier who has never had a follow-up visit may hold a report rather than a listing
  • A supplier who fails a visit can lose the mark without losing the ability to sell you goods
  • A supplier who changes a component between visits voids the basis of the listing

Component substitution is the real risk

Swapping a cord set, a switch or a socket for a cheaper equivalent breaks the basis of the listing even when the replacement is dimensionally identical. This is the substitution that inspections are designed to catch, and it is the one buyers cannot see in a finished carton.

What to ask, and when

Ask which laboratory holds the listing, the file number, the date of the most recent follow-up visit, and the name of the entity on the listing. Ask at the sample stage, and again before a repeat order, because that is when a substitution is most likely to have happened.

Put it in the agreement

Require notification before any change to a component, a material or a production site, and make the notification a condition of the order. It is a short clause, and it is the one that protects the mark on the carton.
