Private label in lighting is usually described as a pricing strategy. It is more usefully understood as a development programme with tooling, certification, packaging and inventory consequences, each of which has a lead time.
The four stages
A realistic sequence, with the friction points that matter:

Reuse an existing platform
The cheapest private label is a variant of a model the factory already builds: a different finish, a different shade, your label and carton. Tooling is amortised already, certification is often extendable, and the development time collapses from months to weeks.
Where to spend the money
Spend on the parts a customer touches and sees — the shade, the switch, the finish, the carton — and save on the parts nobody photographs. A private-label programme that redesigns the internal bracket and leaves the shade as a stock item has spent the budget in the wrong place.
The same logic argues against a new tool at the first order. Give the programme two seasons on a stock platform, learn what customers comment on, and commit to a mould only once the demand and the design are both settled. Tooling decisions made before the first sell-through figure are guesses with a five-figure price tag.
Own the packaging
The carton is the cheapest differentiator in the programme and the one that carries the brand into the home. Artwork, structure and the instruction sheet should all be under the retailer's control, with a print-ready file retained locally.
Decide the exit before you start
Agree who owns the tooling, who owns the artwork, and who holds the certification. A private-label product whose listing is held by the factory is not really private, and the negotiation to move it later is expensive.
