ETL vs UL Listed: What US Retailers Actually Require

The question a US buyer is really asking when they ask about UL is whether the product carries a listing from a Nationally Recognized Testing Laboratory. The mark itself is less interesting than the paperwork behind it.

Two brands, one programme

UL and ETL are both NRTL marks. OSHA recognises a list of laboratories qualified to test and certify products against US safety standards, and a listing from any of them satisfies the requirement that most retailers, inspectors and building codes actually impose.

So why do specifications say UL?

Because UL wrote many of the standards, and old specifications name the standard by its brand rather than by its number. A requirement that mentions UL 153 is usually a requirement about the test, not about which laboratory performed it. Ask, in writing, whether an equivalent NRTL listing is acceptable — the answer is normally yes.

What the certificate will not tell you

Four things matter more than the document image a supplier sends you:

• The file number, which lets you check the listing in the laboratory's own directory
• The scope, which names the product category and the covered models
• The manufacturer named on the listing, which should match the entity you are buying from
• The date, because listings are maintained and an old certificate may belong to a discontinued product

The category trap

A supplier who holds a listing for table lamps cannot extend that listing to floor lamps by printing the same mark on the carton. Listings are issued per product category and per construction. If the model you are buying is not named in the scope, the mark does not apply to it, whatever the salesperson says.

Ongoing maintenance

A listing is not a one-time event. The laboratory periodically inspects the factory and the follow-up service is part of what you are paying for. A supplier who cannot explain their follow-up arrangement is usually a supplier who bought a test report rather than a listing.
