UL 153: What the Standard Actually Covers

When a US retailer or an inspector asks whether a lamp is listed, the listing they mean for a portable lamp is almost always against UL 153. It is worth understanding the scope, because the scope is what a buyer is really buying.

Scope: portable, cord-connected luminaires

The standard applies to portable luminaires intended for connection to a branch circuit by a cord and plug, rated 120 volts, and used in dry locations. Floor lamps, table lamps, torchiere uplights and most residential task lamps fall inside it.

What it evaluates

The listing rests on a set of construction and test requirements that include:

• Electrical spacing, insulation and the temperature rise of the socket, wiring and switch
• Stability, so a lamp resists tipping in the positions it is designed to occupy
• Cord, plug and strain relief construction, including the length and type of cord
• Abnormal operation, such as a shorted bulb or a locked rotor in a moving part
• Marking, so the rating label and warnings are legible and permanent

What it does not cover

A listing is not a statement about finish durability, packaging performance, light quality or the shade material. It also does not cover the LED driver as an isolated component, which is why LED fixtures often involve a second standard for the driver.

Where the lamp is used changes the standard

A damp location rating matters for a covered porch. A commercial installation may be evaluated under a different standard again. If a buyer is specifying for an exterior or wet environment, the requirement is a different listing, not the same listing with a longer warranty.

How to verify a claim

Ask for the listing file number and the name of the issuing laboratory, then check the directory entry. The directory will state the product category and, on most listings, the manufacturer. A listing that cannot be looked up is not evidence, however convincing the mark on the carton looks.
