Three-way control is one of the oldest features in residential lighting and one of the most frequently mis-explained. The confusion is understandable, because the term describes two unrelated arrangements that happen to share a name.
Two ways to get three levels
The classic method is a three-way socket with a three-way bulb, where the bulb contains two filaments and a contact ring that switches them: low, medium, then both. The modern method is a single-output lamp with a dimmer or a multi-position switch that varies the input.

The bulb you actually need
A three-way socket needs a three-way bulb with a ring contact. A standard bulb in that socket will usually light at one level only, and customers read that as a fault. If the programme ships bulbs, ship the three-way version; if it does not, put the requirement on the label.
Multi-head lamps solve a different problem
A lamp with three heads and a rotary switch that turns on two, then three is not dimming. It is changing the distribution of light, which is often more useful in a reading lamp than a small reduction in overall brightness.
Integrating the control
Integrated LED lamps with stepped output remove the bulb problem entirely and remove the customer's ability to change colour temperature later. For hospitality, that trade is usually worth taking. For residential, some customers will miss it.
What to put on the box
State the control type, the number of levels, and the bulb requirement. The most expensive support email in this category is a customer who bought a lamp, bought a normal bulb, and concluded the lamp was broken.
