These two lamps are bought for opposite reasons and constantly confused. A torchiere lights a room. An arc lamp lights a specific place inside a room, from a position where a lamp could not otherwise stand.
What each one is for
A torchiere is a vertical uplight. The light leaves the top of the lamp, hits the ceiling, and comes back down as indirect ambient light. An arc lamp has a curved stem that carries the head out over furniture, so the light arrives from above the seating rather than from a corner.

Start with the ceiling
If the ceiling is white and flat, a torchiere will outperform its specification, because it converts a modest output into even, glare-free light. If the ceiling is dark, beamed or more than ten feet high, much of that output is lost and the same lamp looks underpowered.
Then look at where people sit
An arc lamp makes sense when seating is away from walls — a sofa floating in an open plan, a reading chair in the middle of a loft. It makes little sense in a small room where the arc has nowhere to reach and the base has to sit in a walkway.
Stability is the hidden cost of an arc
The longer the reach, the more the lamp wants to fall over. A well-designed arc carries its weight in a heavy base and keeps the arm short enough that a shoulder-height nudge does not tip it. This is the single most common complaint in arc lamp reviews, and it is a design decision, not a customer error.
Can you have both?
Yes, and often you should. A torchiere sets the ambient level, an arc lamp lights the seating, and neither has to run at full output. Two lamps at moderate output produce a more comfortable room than one lamp pushed hard, with less contrast and less glare.
